How the Telescopic Tariff Works

India uses a "Telescopic" billing system — you pay different rates for different slabs of consumption. The first 100 units are cheapest, the next 200 are moderate, and anything above 300 is the highest rate. Crucially, in most states, once you cross 300 units, the higher rate applies to all units consumed — not just the excess.

As mechanical engineers, we look at total system input — not just the headline number. Your electricity bill has 4 components beyond the base unit rate. Here's what each one means and how much it adds.

Electricity Duty (ED)

10-15% of bill

A state government tax levied on top of your energy charges. Maharashtra charges 15%, Delhi 8%, Tamil Nadu 10%. This alone adds ₹200-500 to a typical AC household's bill.

Real Example: On a ₹3,000 energy bill: +₹300-450 in Electricity Duty.

FPPCA (Fuel Price Adjustment)

₹0.50-2.50/unit variable

A variable surcharge that adjusts monthly based on the cost of coal and gas used to generate electricity. In peak summer (May-June), when power demand is highest, FPPCA spikes — adding ₹1.50-2.50/unit in states like Maharashtra.

Real Example: In May 2026, MSEDCL's FPPCA was ₹1.82/unit — adding ₹380 to a 210-unit AC bill.

Fixed Load Charge (FLC)

₹20-115/month

A fixed monthly charge based on your sanctioned load (3kW or 5kW). This is charged regardless of how much electricity you use. A 2 Ton AC requires a 5kW sanctioned load in most states.

Real Example: Maharashtra: ₹115/month fixed. Delhi: ₹20/month. This is why Delhi's effective cost is lower.

Wheeling & Cross-Subsidy Charges

₹0.30-0.80/unit

Charges for using the distribution network (wires, transformers, substations). Often hidden in the "Other Charges" line of your bill. Varies by state and DISCOM.

Real Example: Karnataka (BESCOM): ₹0.45/unit wheeling charge on top of the base tariff.
