2026 India Electricity Tariff Audit:
The Cost of Cooling
What is the per-unit cost of running an AC in your state? We audit MSEDCL, TANGEDCO, BSES, and UPPCL tariffs for the 300+ unit slab — the real AC cooling budget.
Key Takeaway
Maharashtra (MSEDCL) has India's highest AC electricity cost at ₹10.79/unit in the 300+ slab, while Delhi (BSES) is cheapest at ₹8.00/unit — a 5-star AC saves ₹6,000-8,000/year in high-tariff states.
- 300+ unit slab rates: Maharashtra ₹10.79, Tamil Nadu ₹9.05, UP ₹7.50, Delhi ₹8.00
- FPPCA surcharges add ₹0.50-1.20/unit — always check your bill for these hidden costs
- A 1.5 Ton 5-star AC costs ₹2,800-4,200/month vs ₹4,200-6,500 for a 3-star in high-tariff states
- Goa, Chandigarh, and Daman & Diu have the lowest rates (₹3-5/unit) for heavy AC users
DU Tech Team — Engineering Verdict
"In Aeronautical Engineering, Fuel Cost is a Variable. In Indian Homes, AC Cost is a 'Slab' Variable."
In aircraft design, we calculate fuel burn as a continuous variable — every kilogram of fuel has a fixed cost. But in Indian electricity billing, the cost per unit is not fixed. It changes based on how many units you consume in a month. This is the "Telescopic Tariff" system, and it's the single most misunderstood aspect of Indian electricity bills.
Most households without an AC consume 150-200 units/month. Add a 1.5 Ton AC running 8 hours/day, and you add 180-250 units — pushing your total to 330-450 units. At this level, you cross into the highest slab, where subsidies vanish. Use our AC bill calculator to see your exact monthly cost, or check if a 5-Star AC saves you money at your state's tariff rate.
Without AC
150-200 units
A typical Indian household without AC. Often in the subsidized slab. Low per-unit cost.
With 1.5 Ton AC (8 hrs)
+180-250 units
Adding a 1.5 Ton 5-Star AC running 8 hrs/day adds approximately 200 units to your monthly bill.
Total: 330-450 Units
300+ unit slab
At 300+ units, you're in the highest tariff slab in most states. Subsidies are gone. This is the real AC cost.
How the Telescopic Tariff Works
India uses a "Telescopic" billing system — you pay different rates for different slabs of consumption. The first 100 units are cheapest, the next 200 are moderate, and anything above 300 is the highest rate. Crucially, in most states, once you cross 300 units, the higher rate applies to all units consumed — not just the excess.

Why Your Bill is Higher Than the Unit Rate
As mechanical engineers, we look at total system input — not just the headline number. Your electricity bill has 4 components beyond the base unit rate. Here's what each one means and how much it adds.
Electricity Duty (ED)
10-15% of bill
A state government tax levied on top of your energy charges. Maharashtra charges 15%, Delhi 8%, Tamil Nadu 10%. This alone adds ₹200-500 to a typical AC household's bill.
Real Example: On a ₹3,000 energy bill: +₹300-450 in Electricity Duty.
FPPCA (Fuel Price Adjustment)
₹0.50-2.50/unit variable
A variable surcharge that adjusts monthly based on the cost of coal and gas used to generate electricity. In peak summer (May-June), when power demand is highest, FPPCA spikes — adding ₹1.50-2.50/unit in states like Maharashtra.
Real Example: In May 2026, MSEDCL's FPPCA was ₹1.82/unit — adding ₹380 to a 210-unit AC bill.
Fixed Load Charge (FLC)
₹20-115/month
A fixed monthly charge based on your sanctioned load (3kW or 5kW). This is charged regardless of how much electricity you use. A 2 Ton AC requires a 5kW sanctioned load in most states.
Real Example: Maharashtra: ₹115/month fixed. Delhi: ₹20/month. This is why Delhi's effective cost is lower.
Wheeling & Cross-Subsidy Charges
₹0.30-0.80/unit
Charges for using the distribution network (wires, transformers, substations). Often hidden in the "Other Charges" line of your bill. Varies by state and DISCOM.
Real Example: Karnataka (BESCOM): ₹0.45/unit wheeling charge on top of the base tariff.
